a batter is up with a runner on first and 2 outs. On the pitch, the runner takes off to second. The catcher throws to second base in time for the putout. 3rd out, teams retire to the dugout. Does the batter get charged a plate appearance?

What's the official "when to charge an at bat" rule?

I don't know the official rule, but that's not an at bat or a plate appearance. The batter will get charged with a plate appearance when they lead off the next inning.

The closest definition of plate appearance I can find is AB+BB+HBP+SAC+SF. In another place, they didn't include sacrifices in the calculation. I don't know why they wouldn't count...

Needless to say, you need to complete your time at bat to have it counted as a plate appearance.

It appears if you reach on interference, it isn't counted as a plate appearance either.

In the case described, it is NOT a plate appearance.
