Bases loaded bottom of the 7th, score tied 0-0, ground ball to the 2nd baseman, he fields the ball, tags the runners then throws the ball over the head of the first baseman. Run scores we lose, is the run earned or unearned.

Too many unknowns to give you a definite answer. How did the runner on third get to third? Any errors in the inning prior to the ground ball? If everything was played cleanly in the inning up to this point then the run is earned. I'm confused how a second baseman can tag runners on a ground ball. I assume you meant to say the second baseman tagged the runner advancing from first to second. By tagging the runner qualifies this as a fielder's choice and eliminates the possibility of an error on this play. You cannot assume a double play. There would be an error if the batter/runner advanced past first base because of the errant throw but would be moot as far as the run being earned or unearned.

Agree. If there was no error prior to this "attempted" double play causing the bases to be loaded, then the runner on 3rd would have been an earned run because he would have scored anyways, error at 1st or not.
