Was Dexter Fowler a signability issue? He was just drafted in the 14th round when he had been projected to go no later than the 2nd round. What happened?

I saw a report that said they were worried that he was set on going to Miami. Don't know if that is accurate or not.

Put Emaus and Rozier right up there with Fowler. When Bush lowballed everyone that killed alot of people off the board due to asking price. When you are carrying a high % of scholarship money then the risk to too great. These guys will be re-picks in coming years at the front end of the draft.
