I suggest that you implement a pay for usage web site to eliminate the pranksters. The fee could be $3 and would require registration by credit card. The privacy of users could be maintained but would be recorded in the HSBBWEB database and users could remain anoynomous if so desired but could be held accountable if need be. You could buy as many ID's as you wanted.
Of course this requires extra implementation for HSBBWEB with SSL and sensitive data but
could be recovered by registration fees.
With as few as 1000 members (and that should be no problem) you could easily cover your costs.
