The batter is out for disconcerting the pitcher (7-3-3). Rather than pick that booger, I might just call time and tell him to not do that again without asking for, and being granted, time.

Dash: I agree with your ruling and assume the rule cite is correct. I disagree with giving him a pass, while many kids don't know the exact rule most know there are restrictions so call the out. Most will step out or ask for time to figure out what they can do. If the coach complains, tell him it was his fault.
I understand your point Mike. And I know it's not a judgment call. But if the pitcher makes no attempt to begin his pitching motion, I might ignore it. Now if the DC complained, I'd have to call it (and face the music from the OC).
I've never had to make this call and I doubt I will.
