1 out, Runners at 1st and 3rd. Fly ball to CF. CF catches for 2nd out. R1 advances to 2nd without tag. R3 tags crosses plate before R1 is forced at 1st for out 3.

Does run count?

Yes. R1 is not "forced" at first. It is an appeal play.

You've already had the correct answer, but here is a little more elaboration. The OBR rules specifically cover this particular situation:

"Rule 4.09 comment:
APPROVED RULING: One out, Jones on third, Smith on first, and Brown flies out to right field. Two outs. Jones tags up and scores after the catch. Smith attempted to return to first but the right fielder’s throw beat him to the base. three outs. But Jones scored before the throw to catch Smith reached first base, hence Jones’ run counts. It was not a force play."

The FED rules are the same, but not quite as obvious: (I've bolded the critical word)
"EXCEPTION: A run is not scored if the runner advances to home plate during action in which the third out is made as follows:
.....
c. by a preceding runner who is declared out upon appeal because he failed to touch one of the bases or left a base too soon on a caught fly ball; "
