The other day we had a coach from the other team complain about how our pitcher was taking signs from the stretch position. Our pitcher was in the strecth taking signs. He was leaning forward and had his arm hanging down in front of him. The umpire told me that he either needs to have his arm behind his back or down by the side of his leg. I have never had a problem with this issue but I just need help clearing this up.

If the game was played under NFHS rules then the coach was right. The position with the arm swinging in front is called the "gorilla arm" and is not permitted.

If your game was played under OBR rules then it is legal
