With the new " No bucket Rule " which states that the coaches must be in the dugout during live ball play. I have something I would like this panel to discuss. What if the bullpen area is in live ball territory and a coach wants to go down an watch his pitcher warm up. I have no problem with the request but it does go against the rule. What is the opinion of this group?

It is legal for players and coaches to be in the bullpen area. See 3-3-1-j. Although 3-3-1-a prohibits the coach from leaving the dugout during a live ball for an "unauthorized" purpose, just authorize the purpose or call time while the coach goes to the bullpen.

BTW: The "bucket rule" is not new. It's just a point of emphasis for 2008.

during our recent rules interpretation meeting, we were told there was no rule limiting how many individuals were in the bullpen area,as long as there was an individual with a glove and proper headgear protecting them.

If the bullpen is in live ball you can certainly have more than one pitcher down there but the coach isn't going to be allowed to join.

My opinion, Sir, is that coaches who want to talk to players in the bullpen get FCC permission, and NFHS permission, to do so via the electronic mediums of cell, landline, SMS, MMS, radio, etc.
