Little League Rules:

2 outs. Runners on 2nd & 3rd.

Ground ball to SS.

2nd base runner runs 1/3 of the way to 3rd, drawing the SS attention.

SS chases runner back towards 2nd base.

3rd base runner scores. Batter reaches first base.

SS tags out 2nd base runner for 3rd out.

Does the run count?

The run counts if the runner crossed the plate before the guy on 2nd was tagged out.

This is little league so this is what you get with that age of player. R2 was playing heads up BB, the SS was not. All SS had to do was fire to first get the out, inning over no run scores. Instead he turned it into a timing play and the run scored

If everything happened in the order you wrote, the run scores. (Timing play)
