Never seen this before in high school and it happened in our lower level game. The opposing team used 4 pitchers. The 3rd pitcher started on the bench came into pitch and then moved to 3rd. He then came back into the game as a pitcher. Is this legal in high school? We are in California.

Provided the third pitcher, a non-starter wasn't pulled from the game before coming back to pitch, that he ccompleted the first batter he faced and he wasn't pulled for an injury, yep, it's legal in California and all other states that play under NFHS rules.
