Depends on the rule set. Under HS rules, the runner would be out. You can hurdle the outstretched arm of a fielder, but not the fielder himself.

A minor note. In Fed you can hurdle the fielder if he is lying flat on the ground.

Correct. Thanks Pilsner. The one thing you can never do is dive over a fielder.
