NJBASEBALLPLAYER - Welcome to the board. You didn't say what year in school you are. (The rules for recruiting depend on your year in high school.) As far as a letter to a college camp, most of the time these are general invitations. Each College is different but usually these are not an indication of specific recruiting interest. If you are a junior or senior I would suggest contacting the coaches directly if you have an interest in this school.

a written scholarship offer is interest from a college  colleges send those letter out to everyone,if you attend their camp, it is unpaid recruiting visit for the college. if you are any good great they will recruit you, if not they still got your money reguardless. Most recruiting is done at HS Showcases or summer tournaments
