Does anyone know when the first time a college can talk to a player about a scholarship is?

I would double check the NCAA website. But some general rules:
-Key item is who is initiating the contact? Player or coach? If the player initiates the contact, there technically is no limit as to when the offer is made. Just remember until NLI day, the offer is a verbal offer and non-binding on either party.

If the contact is initiated by the coach, a coach can not make contact with a player (via phone) until July 1 AFTER their Junior year. After that there are some limitations. (To clarify, on September 1 of your JR year, you can begin to receive snail mail from coaches, media guides, press releases, letters)

Good or bad, in baseball (top level D1), it is becoming more common practice that blue chip players are taking unofficial visits to college campuses during their junior year and receiving verbal offers at that time. This is even BEFORE their JR HS baseball season starts! I know of several Jr VA players received and accepted verbal offers right before or after Christmas of their JR year!!!

There are MANY other RULES/RESTRICTIONS. Again consult the NCAA website. But hopefully this gives you a general feel of a timeline.

they can talk about a scholarship anytime that it is permissible to communicate with you.

Depends on whether they have to follow NCAA division guidelines, JUCO or NAIA.

Go to NCAA site and download the recruiting guide, page 29-30.

I know a kid that got a verbal offer from a major D1 at age 14. The kids was in Baseball America as the number one player in his age group that year. He was on campus at a camp at the time.

Yes it was a legit verbal offer not rumor.

I think you are asking when can a coach offer a verbal scholarship? Anytime he wants as long as recruiting rules are followed.
