During this offseason I want to make my sholder areas stronger. Will Dumbbells help me out with this?

How many LBS should I use?

Also will squats help at all with my legs?

I would suggest you read the book 52-Week Baseball Training by Gene Coleman, who is the Astros trainer.
The Book tells you exactly what excercises help and gives you a plan to follow. It would also answer all your questions.

Yes, I would second Gene Coleman's 52-Week Baseball Training. It sounds like you know little about weight lifting. You should start easy and build up slowly.

Yes Dumbbels are one form of training that you can use

How many LBS should I use?

The weight that you use will always be indivdual and will change for a variety of factors as you get stronger.

Also will squats help at all with my legs?


Squats (all variation), done properly, are the best lower body exercises you can do.

EDIT: My other answers are in your quote box above. And remember never sacrifice lifting technique in order to lift more weight. That's counterproductive and may lead to injury.
