Why the heck would a team wait a couple rounds before making a pick? EXAMPLE: "The Red Sox will wait for two rounds before making their first pick (65th overall)"

What does this accomplish and isn't that skipping over the better players??

They have traded away the pick is the only reason, or perhaps gained a player through free agency that cost them a pick. If a team skips a pick, they are considered to be complete in drafting and cannot draft any more players for the remainder of the draft..

Draft picks cannot be traded. Sometimes they are given as compensation if a team signs a ranked free agent, per the collective bargainiung agreement.
