Well of course. Signing a college player is cheaper than signing a HS player on average. If the HS player would sign for what the college player would sign for then more HS players would be drafted. THAT SIMPLE!

The Cubs did their homework on Pawelek??? So did every other club. The 1st 19 clubs that picked had a player higher on their draft board. He signed for 1.750,000 there aren't to many HS kids that wouldn't have signed for that.
