Probably a smart decision. If the arm rehabilitates well he gets less money than he might by waiting but he still gets some decent money and a shot at pro ball.
If the arm doesn't rehabilitate he can pay for an education and still have money left over which is better than he would have if he went to UNC and the arm didn't recover.

I will take 700K upfront anytime, anyday than go to college. Kinda like taking the one time payout from the Lottery. Oh 213 Million? I think I can give up the 80 million and take the one payout and not wait 20 years.
