Does anyone know of a cite where one can track whether draftees sign, and perhaps even what signing bonus was involved if they did sign.

One place you can go for this information is BaseballAmerica.com. They have just started posting bonus amounts in their "Advanced Draft Database". Access requires a website subscription ($62.00 for one year).
