It means having a high release point and keeping the ball down in the zone so that the ball is traveling downward on a relatively steep angle as it reaches the plate. It results in a lot of ground balls and as long as there's a bit of movement, very few homeruns.
Even pitchers who don't have a high release point will be taught to throw the ball "downhill".
